Why does my toyota camry le steering wheel lock while im driving?

today i turned my car on to leave for school. when i pull out of my driveway i was turning the steering wheel in the direction that i needed to go when the steering wheel locked for a couple seconds and then released.

after class i was coming out of the parking lot, when i started to turn onto the street, the steering wheel locked for a moment and then released again



i drive a 1999 toyota camry LE.
